Narrative:
The incident that occurred during my flight to paso robles and santa maria. I preflted airplane. I determined the airplane needed 1 quart of oil and the fuel tanks topped off. I filled the oil and checked the fuel after the refueling to ensure it was full. I completed an extensive run-up at the runway before departure. I checked the flight controls, engine instruments, ignition system, etc. Everything checked in the normal range or full. I then took off and transitioned the los angeles class B airspace via the special flight corridor at 4500 ft. I then descended to 2500 ft and enriched the mixture as I flew nwbound under the class B airspace. Before ventura VOR, I climbed back to 4500 ft and leaned the mixture. I continued my route to paso robles via san marcus VOR to gaviota VOR over santa maria to morro bay VOR and descended in to paso robles airport. As I descended I enriched the mixture and completed a touch-and-go. After the tough-and-go I climbed back to 3500 ft and leaned the mixture en route to santa maria. Approximately 5 mi from morro bay VOR the engine started running rough and finally stopped. I trimmed the airplane for best glide and selected where I was going to land. I then completed the emergency air restart checklist and could not get the engine restarted. I then declared an emergency with ZLA and, using the checklist, I secured the engine and landed.

Title: SMA HAS ENG QUIT, OFF ARPT LNDG.
Narrative: THE INCIDENT THAT OCCURRED DURING MY FLT TO PASO ROBLES AND SANTA MARIA. I PREFLTED AIRPLANE. I DETERMINED THE AIRPLANE NEEDED 1 QUART OF OIL AND THE FUEL TANKS TOPPED OFF. AS I DSNDED I ENRICHED THE MIXTURE AND COMPLETED A TOUCH-AND-GO. AFTER THE TOUGH-AND-GO I CLBED BACK TO 3500 FT AND LEANED THE MIXTURE ENRTE TO SANTA MARIA. I THEN COMPLETED THE EMER AIR RESTART CHKLIST AND COULD NOT GET THE ENG RESTARTED. I THEN DECLARED AN EMER WITH ZLA AND, USING THE CHKLIST, I SECURED THE ENG AND LANDED.
