Narrative:
Approaching from south, captain flying, both of us tuned in ILS 10R. Controller was clearing aircraft for ILS approachs. RVR was 1000 ft. This was CAT IIIA minimums and everyone was accepting clrncs for standard ILS approachs. I told the controller we needed CAT IIIA clearance, he said he didn't know what that was and couldn't do that. During this confusion he told us we were lined up on runway 10R instead of runway 10L like we were supposed to be. He vectored us around again for ILS runway 10L and told us to contact tower. I contacted tower and told them we needed CAT IIIA. He said CAT IIIA equipment was up and we landed in CAT IIIA WX. The approach controller was not issuing appropriate clrncs.

Title: FLC DEV WRONG ILS SETUP AND LINE UP AND HAD TO BE VECTORED TO CORRECT APCH COURSE.
Narrative: APCHING FROM S, CAPT FLYING, BOTH OF US TUNED IN ILS 10R. CTLR WAS CLRING ACFT FOR ILS APCHS. RVR WAS 1000 FT. THIS WAS CAT IIIA MINIMUMS AND EVERYONE WAS ACCEPTING CLRNCS FOR STANDARD ILS APCHS. I TOLD THE CTLR WE NEEDED CAT IIIA CLRNC, HE SAID HE DIDN'T KNOW WHAT THAT WAS AND COULDN'T DO THAT.
