Narrative:
This incident involves aviation safety in respect to the pressure this type of 'violation' exerts on the airman, management, and the company. This serves as a major distraction to the important elements of safety. Our aircraft, a cessna (recently acquired), was returning from a charter flight to montreal, canada, clearing customs in portland, me. The aircraft records check revealed the registration to be the 'pink slip' copy of the application papers. Good for 'flight within the united states.' although not yet received, a flight time wire temporary certificate had been requested and promised from the FAA priority desk at okc on dec/tue/94. This aircraft and its part 135 operation was also documented with: 1) insurance certificate for canadian operations. 2) canadian authority/authorized for company operation. 3) FAA aircraft conformity check by local FSDO (includes computer run of n- number). 4) operation specifications naming aircraft and including canadian airspace. 5) DOT form 4507 with seal marked 'registration approved.' the crew notified united states customs in jackman, me, on our departure from the united states 90 mins prior to takeoff, and also gave 90 mins notification of arrival in portland for re-entry. In spite of all this, we are being violated for and hassled about this paper work glitch. The impact of this 'investigation' process and consequent pressure of possible 'certificate action' has grave disruptive possibilities. Far 91.203 a(2) is vague and subject to misinterp. It should not be used to 'beat up' on a legitimate operation.
