Narrative:

Navion requested high speed taxi, was taxied to runway 31. Aircraft taxied at extremely high rate of speed on taxiway to runway 31. Ground control requested aircraft to slow down. Aircraft crossed runway 31 hold line and up to runway. Ground control got aircraft to stop short of entering runway. Aircraft switched to local control, was cleared for taxi on runway 31. Aircraft cleared runway 31 at end taxied without clearance, crossed runway 26 hold line and up to edge of runway 26, before calling ground control. 3 aircraft on final runway 26.
