Narrative:
I was PIC for a helicopter external load operation on the above date and time for a job at a high-rise condominium complex. The approved far 133 external load plan called for the top 2 stories of the building to be evacuate/evacuationed during the operation. The building manager was advised on 2 occasions of the requirement to evacuate/evacuation the top 2 floors of the structure and agreed to comply. During the operation, which consisted of moving 2 loads of roofing equipment from the roof to the ground, people were observed in a condominium on the floor below the top floor. A person in a bathrobe was observed on the rooftop and asked to leave the area. It appears that the building manager did not comply with the requirement to evacuate/evacuation and secure the top 2 floors of the building. In the future, it may be necessary to specify the FAA requirements in writing as part of the job contract. A spot check of the areas is routinely conducted for commercial sites and may be necessary for residential projects as well.

Title: EXTERNAL LOAD OP WITH A HELI EXTRANEOUS PERSONNEL IN THE AREA.
Narrative: I WAS PIC FOR A HELI EXTERNAL LOAD OP ON THE ABOVE DATE AND TIME FOR A JOB AT A HIGH-RISE CONDOMINIUM COMPLEX.
