Narrative:
A flight from unv to psb was made without knowing that psb was open but runways were closed. An IFR flight plan was made and filed with aoo FSS and no notice was given that the runways were closed. A call to the airport manager was made to get a car. He only told me that the airport had ice on runways but come in. I felt this was his ok to land at psb after landing received a call from FAA about landing explained facts. Departed psb approximately XX30 jan/xx/95 in VFR conditions and picked up IFR in the air on return trip to age.

Title: PLT LANDS ON CLOSED RWY.
Narrative: A FLT FROM UNV TO PSB WAS MADE WITHOUT KNOWING THAT PSB WAS OPEN BUT RWYS WERE CLOSED. AN IFR FLT PLAN WAS MADE AND FILED WITH AOO FSS AND NO NOTICE WAS GIVEN THAT THE RWYS WERE CLOSED. A CALL TO THE ARPT MGR WAS MADE TO GET A CAR. HE ONLY TOLD ME THAT THE ARPT HAD ICE ON RWYS BUT COME IN. I FELT THIS WAS HIS OK TO LAND AT PSB AFTER LNDG RECEIVED A CALL FROM FAA ABOUT LNDG EXPLAINED FACTS. DEPARTED PSB APPROX XX30 JAN/XX/95 IN VFR CONDITIONS AND PICKED UP IFR IN THE AIR ON RETURN TRIP TO AGE.
