Narrative:
Air carrier X from den-oak, was on approach to oak for runway 11 approach in IMC conditions. We had been assigned a locke 1 arrival and had proceeded en route direct to modesto. We resumed the locke 1 arrival from modesto, intercepting the scd RIO7 and after locke intersection, were given 'descend to 5000 ft and maintain.' in the vicinity of 10 mi ese of oak VOR (almost abeam of oak VOR), the GPWS went off 'terrain, terrain, pull up.' in accordance with company emergency procedure (E10.1) thrust to maximum, rotate 15 degrees nose up, advise ATC, reduced thrust and leveled at 6500 ft. Approach advised mia 5000 ft our routing and cleared us back to descend to 5000 ft. No engine parameters were exceeded and remaining portion of approach was normal. Discussion by telephone with bay approach supervisor indicated we most likely had encountered rising terrain in vicinity of mount diablo which is 3849 ft. Sectional shows 1 bit at 3865 ft. Supervisor said this has happened before when working runway 11 arrs to get traffic below runway 19 traffic at sfo.

Narrative: ACR X FROM DEN-OAK, WAS ON APCH TO OAK FOR RWY 11 APCH IN IMC CONDITIONS. WE HAD BEEN ASSIGNED A LOCKE 1 ARR AND HAD PROCEEDED ENRTE DIRECT TO MODESTO.
