Narrative:
This was an IFR training flight. My instructor was with me. We had departed lgb airport, en route back to bur. We were cleared to 3000 ft, told to expect 4000 ft in 10 mins. As I was climbing, I became distracted by trying to find our location in relation to the lax VOR. When I looked back to the altimeter, I saw that we had climbed to 3500 ft. I immediately started back down to 3000 ft. The controller advised me that I had only been cleared to 3000 ft, that I was above that, and that there was another plane behind me at the same altitude. I told him I was sorry and was going back down to 3000 ft. At that time, we were not vectored for collision avoidance. The other airplane mins later passed us to our left and was higher. A few mins later we were in IMC and the controller then had us each turn for avoidance. I was tired that day, had thoughts that maybe I shouldn't fly, but I expected my instructor to catch any mistakes. I'm sure I will not make that same mistake.
