Narrative:
Air carrier X MD83/right descending to 6000 ft on downwind to runway 25L. Small aircraft Y, a C172 sebound cleared to 5500 ft, en route to scottsdale, az. I was working moderate traffic at the time of the occurrence air carrier X was handed off to me from the daggett controller. I descended him to 6000 ft. Y was handed off to me by the cyn controller. The scratch pad showed the pilot requesting 7500 ft to scottsdale, az. I advised X he was following traffic and issued the type and position. The pilot advised me he couldn't hear me because the TCASII was 'going off.' at this time there were seven or eight aircraft all passing within 1-3 mi of each other and the partial and full data blocks were overlapping each other. This made it very difficult to see any of them. When the pilot of X advised me of the TCASII alert, Y's altitude showed 6400 ft. I asked him his altitude and he read back 6400 ft climbing. At no time was a climb issued by me to the pilot of Y. The aircraft came within 1 mi and 500 ft of each other.

Narrative: ACR X MD83/R DSNDING TO 6000 FT ON DOWNWIND TO RWY 25L. SMA Y, A C172 SEBOUND CLRED TO 5500 FT, ENRTE TO SCOTTSDALE, AZ. I WAS WORKING MODERATE TFC AT THE TIME OF THE OCCURRENCE ACR X WAS HANDED OFF TO ME FROM THE DAGGETT CTLR. I DSNDED HIM TO 6000 FT. Y WAS HANDED OFF TO ME BY THE CYN CTLR. THE SCRATCH PAD SHOWED THE PLT REQUESTING 7500 FT TO SCOTTSDALE, AZ. I ADVISED X HE WAS FOLLOWING TFC AND ISSUED THE TYPE AND POS. THE PLT ADVISED ME HE COULDN'T HEAR ME BECAUSE THE TCASII WAS 'GOING OFF.' AT THIS TIME THERE WERE SEVEN OR EIGHT ACFT ALL PASSING WITHIN 1-3 MI OF EACH OTHER AND THE PARTIAL AND FULL DATA BLOCKS WERE OVERLAPPING EACH OTHER. THIS MADE IT VERY DIFFICULT TO SEE ANY OF THEM. WHEN THE PLT OF X ADVISED ME OF THE TCASII ALERT, Y'S ALT SHOWED 6400 FT. I ASKED HIM HIS ALT AND HE READ BACK 6400 FT CLBING. AT NO TIME WAS A CLB ISSUED BY ME TO THE PLT OF Y. THE ACFT CAME WITHIN 1 MI AND 500 FT OF EACH OTHER.
