Narrative:

New regulations caused the lincoln airport authority/authorized to move the runway 35R threshold 400 ft north. The portion moved is now classified as taxiway, yet aircraft cannot enter this taxiway due to its proximity to runway 35R. This new and very confusing confign is even more dangerous due to the fact that GA, student pilots use this particular area at the lnk airport. The combination of student pilots and unfamiliar itinerant pilots that use this area render it quite dangerous, because these type of pilots are more interested in staying on txwys and don't realize that even though this is a taxiway, it is not permissible to taxi on it without tower clearance to use or cross runway 35R. Callback conversation with reporter revealed the following information: reporter stated hold lines and runway sign were in place prior to this change. Pilot was a student pilot and taxied up to the runway when told to hold short of runway traffic on final. PA 24 on final approach was issued a go around. Reporter advised more pilot education would probably solve the problem.

Title: C172 RWY INCURSION NON ADHERENCE TO ATC INSTRUCTION. PA24 ISSUED GAR. PLTDEV.

Narrative: NEW REGULATIONS CAUSED THE LINCOLN ARPT AUTH TO MOVE THE RWY 35R THRESHOLD 400 FT N. THE PORTION MOVED IS NOW CLASSIFIED AS TXWY, YET ACFT CANNOT ENTER THIS TXWY DUE TO ITS PROX TO RWY 35R. THIS NEW AND VERY CONFUSING CONFIGN IS EVEN MORE DANGEROUS DUE TO THE FACT THAT GA, STUDENT PLTS USE THIS PARTICULAR AREA AT THE LNK ARPT. THE COMBINATION OF STUDENT PLTS AND UNFAMILIAR ITINERANT PLTS THAT USE THIS AREA RENDER IT QUITE DANGEROUS, BECAUSE THESE TYPE OF PLTS ARE MORE INTERESTED IN STAYING ON TXWYS AND DON'T REALIZE THAT EVEN THOUGH THIS IS A TXWY, IT IS NOT PERMISSIBLE TO TAXI ON IT WITHOUT TWR CLRNC TO USE OR CROSS RWY 35R. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED HOLD LINES AND RWY SIGN WERE IN PLACE PRIOR TO THIS CHANGE. PLT WAS A STUDENT PLT AND TAXIED UP TO THE RWY WHEN TOLD TO HOLD SHORT OF RWY TFC ON FINAL. PA 24 ON FINAL APCH WAS ISSUED A GAR. RPTR ADVISED MORE PLT EDUCATION WOULD PROBABLY SOLVE THE PROB.
