Narrative:
Upon return to cdw from a training flight on an IFR flight plan, I was cleared for the localizer 22 approach to cdw. After switching to tower they advised the WX was going down. We continued the approach and went missed at minimums and when the time expired. As I started the missed approach I saw the runway lights but continued the missed approach. I told the tower I saw the runway and would come back for another approach. I requested another approach even though the WX was reported below my minimums. New york approach cleared me for the approach but I wound up going missed again because the WX did get worse. I diverted to and landed in mmu after shooting an ILS approach. There was no incident, just some confusion about the legality of requesting the second approach into cdw after the WX was reported below minimums. The confusion has now been cleared up.

Title: SMA MADE APCH TO ARPT WITH RPTED WX BELOW MINIMUMS. MISSED APCH MADE.
Narrative: UPON RETURN TO CDW FROM A TRAINING FLT ON AN IFR FLT PLAN, I WAS CLRED FOR THE LOC 22 APCH TO CDW. AFTER SWITCHING TO TWR THEY ADVISED THE WX WAS GOING DOWN. I TOLD THE TWR I SAW THE RWY AND WOULD COME BACK FOR ANOTHER APCH. I REQUESTED ANOTHER APCH EVEN THOUGH THE WX WAS RPTED BELOW MY MINIMUMS. NEW YORK APCH CLRED ME FOR THE APCH BUT I WOUND UP GOING MISSED AGAIN BECAUSE THE WX DID GET WORSE. I DIVERTED TO AND LANDED IN MMU AFTER SHOOTING AN ILS APCH.
