Narrative:
On climb out communication #1 failed completely. Changed to communication #2 after brief troubleshoot of communication #1. Cleared to '2000 ft, expect 3000 ft 10 mins after departure.' climbed to 2600 ft before realizing I exceeded my clearance. Immediately returned to 2000 ft. Approximately 10 mins later #2 communication transmitter failed. Squawked 7600 and proceeded to follow ATC instructions without further incident. Evaluation/plan: 1) even with communication failure, PIC must fly airplane. Maintain correct altitude. 2) PIC is owner of aircraft. Aircraft is grounded until radio/electrical system evaluated/repaired.

Narrative: ON CLBOUT COM #1 FAILED COMPLETELY. CHANGED TO COM #2 AFTER BRIEF TROUBLESHOOT OF COM #1. CLRED TO '2000 FT, EXPECT 3000 FT 10 MINS AFTER DEP.' CLBED TO 2600 FT BEFORE REALIZING I EXCEEDED MY CLRNC. IMMEDIATELY RETURNED TO 2000 FT. APPROX 10 MINS LATER #2 COM XMITTER FAILED. SQUAWKED 7600 AND PROCEEDED TO FOLLOW ATC INSTRUCTIONS WITHOUT FURTHER INCIDENT. EVALUATION/PLAN: 1) EVEN WITH COM FAILURE, PIC MUST FLY AIRPLANE. MAINTAIN CORRECT ALT. 2) PIC IS OWNER OF ACFT. ACFT IS GNDED UNTIL RADIO/ELECTRICAL SYS EVALUATED/REPAIRED.
