Narrative:
Taxiing for takeoff at las runway 25R. Lndgs were being conducted to runway 25L. Approaching departure runway, we were cleared 'into position and hold' on runway 25R. I looked at the final approach area and saw 1 aircraft's lights on final. I assured he was lined up on runway 25L as it was difficult to determine by just his lights. Before taxiing onto the runway, we were cleared for takeoff on runway 25R. As I crossed the hold short line I looked up and saw a gulfstream ii pass in front of me at 40-50 ft altitude and proceed to land on runway 25R. I stopped immediately as I was startled by his proximity. We queried the tower and they said to cancel takeoff clearance while the gulfstream ii rolled out. He had been cleared to land on runway 25L and we had reported to runway 25R in our xmissions. The tower mentioned our runway twice in his xmissions, so the gulfstream ii was not paying attention to the talk on tower frequency. Supplemental information from acn 294309: X was cleared onto runway 25R, position and hold. After crossing hold lines, an aircraft passed closely overhead landing runway 25R. The captain queried the tower about the aircraft. The tower said gulfstream, you have landed on the wrong runway.

Title: GULFSTREAM II WRONG RWY LNDG HAD NMAC LTSS WITH ACR LGT.
Narrative: TAXIING FOR TKOF AT LAS RWY 25R. LNDGS WERE BEING CONDUCTED TO RWY 25L. APCHING DEP RWY, WE WERE CLRED 'INTO POS AND HOLD' ON RWY 25R. I LOOKED AT THE FINAL APCH AREA AND SAW 1 ACFT'S LIGHTS ON FINAL. I ASSURED HE WAS LINED UP ON RWY 25L AS IT WAS DIFFICULT TO DETERMINE BY JUST HIS LIGHTS. BEFORE TAXIING ONTO THE RWY, WE WERE CLRED FOR TKOF ON RWY 25R. AS I CROSSED THE HOLD SHORT LINE I LOOKED UP AND SAW A GULFSTREAM II PASS IN FRONT OF ME AT 40-50 FT ALT AND PROCEED TO LAND ON RWY 25R. I STOPPED IMMEDIATELY AS I WAS STARTLED BY HIS PROX. WE QUERIED THE TWR AND THEY SAID TO CANCEL TKOF CLRNC WHILE THE GULFSTREAM II ROLLED OUT. HE HAD BEEN CLRED TO LAND ON RWY 25L AND WE HAD RPTED TO RWY 25R IN OUR XMISSIONS. THE TWR MENTIONED OUR RWY TWICE IN HIS XMISSIONS, SO THE GULFSTREAM II WAS NOT PAYING ATTN TO THE TALK ON TWR FREQ. SUPPLEMENTAL INFO FROM ACN 294309: X WAS CLRED ONTO RWY 25R, POS AND HOLD. AFTER XING HOLD LINES, AN ACFT PASSED CLOSELY OVERHEAD LNDG RWY 25R. THE CAPT QUERIED THE TWR ABOUT THE ACFT. THE TWR SAID GULFSTREAM, YOU HAVE LANDED ON THE WRONG RWY.
