Narrative:
Xa N265, was cleared to land on runway 27R. Y, a C152, was cleared for takeoff on runway 31 for a northwest departure. X executed a touch and go. The local controller told Y to expedite a left turn to the west to avoid a collision with X. Y turned west and both aircraft missed by approximately 500 ft horizontal as they crossed the departure ends of their respective runways. Later, on the telephone, the pilot of X explained that he wanted touch and goes but failed to advise the tower. He realized his mistake when he heard the local controller's instructions to Y. In addition, the local controller relearned an old lesson. Just because a pilot responds to a landing clearance with a 'roger,' does not mean he or she will make a full stop. No official action is being taken against X.
