Narrative:
While performing touch-and-goes in the pattern at fort collins - loveland airport with my student, there were surveyors on the field. After the touch-and-go, my student started to drift to the right side of runway where the surveyors were working. After I noticed the turn, I corrected my student's actions by banking the plane left. We passed the surveyors, which were on the edge of the runway, by 400 ft vertically and 100 ft horizontally, or the right of the surveyors. There was no danger to the surveyors at any point during the flight. No report of surveyors on the field was given by unicom. We made the appropriate call on final that we were touch-and-go, but still no report of surveyors on the runway was given, even though the surveyors had a radio with them. The operations manager for the airport was with the surveyors at the time of the incident, and had the radio with him. I believe there was negligence on the part of the operations manager for not notifying me of their position on the field when I was doing touch-and-goes with my student.

Title: PERSONNEL NEAR THE RWY, STUDENT TRAINING IN PROGRESS.
Narrative: WHILE PERFORMING TOUCH-AND-GOES IN THE PATTERN AT FORT COLLINS - LOVELAND ARPT WITH MY STUDENT, THERE WERE SURVEYORS ON THE FIELD. AFTER THE TOUCH-AND-GO, MY STUDENT STARTED TO DRIFT TO THE R SIDE OF RWY WHERE THE SURVEYORS WERE WORKING. AFTER I NOTICED THE TURN, I CORRECTED MY STUDENT'S ACTIONS BY BANKING THE PLANE L. WE PASSED THE SURVEYORS, WHICH WERE ON THE EDGE OF THE RWY, BY 400 FT VERTLY AND 100 FT HORIZLY, OR THE R OF THE SURVEYORS. THERE WAS NO DANGER TO THE SURVEYORS AT ANY POINT DURING THE FLT. NO RPT OF SURVEYORS ON THE FIELD WAS GIVEN BY UNICOM. WE MADE THE APPROPRIATE CALL ON FINAL THAT WE WERE TOUCH-AND-GO, BUT STILL NO RPT OF SURVEYORS ON THE RWY WAS GIVEN, EVEN THOUGH THE SURVEYORS HAD A RADIO WITH THEM. THE OPS MGR FOR THE ARPT WAS WITH THE SURVEYORS AT THE TIME OF THE INCIDENT, AND HAD THE RADIO WITH HIM. I BELIEVE THERE WAS NEGLIGENCE ON THE PART OF THE OPS MGR FOR NOT NOTIFYING ME OF THEIR POS ON THE FIELD WHEN I WAS DOING TOUCH-AND-GOES WITH MY STUDENT.
