Narrative:

Unable to contact new york arinc on any HF frequency due to a dead spot. Called houston radio with catch position report with instructions to advise new york oceanic. Due to unforecast headwinds, called houston to update champ estimate with instructions to advise new york oceanic. Houston indicated they will tell company. Captain queried houston if catch position report was forwarded to new york, and was told no, it went to company dispatch. Captain again instructed to forward entire position report to new york oceanic. Shortly thereafter, flight re-established contact with new york oceanic. Crew did make a timely position report. However, houston failed to relay to new york oceanic as instructed. Callback conversation with reporter revealed the following information: this analyst talked to the reporter and 2 of the operations support personnel and it now appears that houston radio did send the complete message to operations, but not to the center working the flight. The company is going to pursue this internally to find a solution for the future. The personnel that this analyst spoke with thought that the operations people would simply have to make a long distance phone call to the center that was involved in each case.

Narrative: UNABLE TO CONTACT NEW YORK ARINC ON ANY HF FREQ DUE TO A DEAD SPOT. CALLED HOUSTON RADIO WITH CATCH POS RPT WITH INSTRUCTIONS TO ADVISE NEW YORK OCEANIC. DUE TO UNFORECAST HEADWINDS, CALLED HOUSTON TO UPDATE CHAMP ESTIMATE WITH INSTRUCTIONS TO ADVISE NEW YORK OCEANIC. HOUSTON INDICATED THEY WILL TELL COMPANY. CAPT QUERIED HOUSTON IF CATCH POS RPT WAS FORWARDED TO NEW YORK, AND WAS TOLD NO, IT WENT TO COMPANY DISPATCH. CAPT AGAIN INSTRUCTED TO FORWARD ENTIRE POS RPT TO NEW YORK OCEANIC. SHORTLY THEREAFTER, FLT RE-ESTABLISHED CONTACT WITH NEW YORK OCEANIC. CREW DID MAKE A TIMELY POS RPT. HOWEVER, HOUSTON FAILED TO RELAY TO NEW YORK OCEANIC AS INSTRUCTED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS ANALYST TALKED TO THE RPTR AND 2 OF THE OPS SUPPORT PERSONNEL AND IT NOW APPEARS THAT HOUSTON RADIO DID SEND THE COMPLETE MESSAGE TO OPS, BUT NOT TO THE CTR WORKING THE FLT. THE COMPANY IS GOING TO PURSUE THIS INTERNALLY TO FIND A SOLUTION FOR THE FUTURE. THE PERSONNEL THAT THIS ANALYST SPOKE WITH THOUGHT THAT THE OPS PEOPLE WOULD SIMPLY HAVE TO MAKE A LONG DISTANCE PHONE CALL TO THE CTR THAT WAS INVOLVED IN EACH CASE.
