Narrative:

Small aircraft X landed on runway 26, cleared runway onto taxiway golf. X contacted ground control for taxi to hangar. X was told to taxi via delta taxiway hold short or runway 31. X taxied via delta after readback of hold short instruction. X proceeded past hold line for runway 31. X on final runway 31 was sent around. X was approximately 50 ft past hold line before stopping. Local control was unsure of intention. So go around was issued. This atm is very familiar with lns. Was this a test on his part? I don't know, maybe he thinks he can do whatever he wants as a atm and being based here at lns. He is also good friends with our present acting atm, and very well aware of the problem with runway incursions at lns. Supplemental information from acn 295547: I was working the tower local control position when I observed grumman. X cross the hold line at runway 31 taxiway delta, I had a cessna 150 short final runway 31 cleared for touch and go. I pointed X out to ground control the same time grumman X stopped. I canceled the arrs touch and go clearance and sent him around. This amazes me cause this grumman pilot has been flying out of this field for 20 plus yrs and is an air traffic manager at another facility. The hold lines were freshly painted last yr and red runway signs are at each hold line. What we need are automotive stop signs at hold lines where GA aircraft fly.

I DON'T KNOW, MAYBE HE THINKS HE CAN DO WHATEVER HE WANTS AS A ATM AND BEING BASED HERE AT LNS. HE IS ALSO GOOD FRIENDS WITH OUR PRESENT ACTING ATM, AND VERY WELL AWARE OF THE PROB WITH RWY INCURSIONS AT LNS.
