Narrative:
Taxiing in to gate at iah, another 737 was pushed back from the gate with the tow bar disconnected and the forward baggage door open. I initially planned to taxi behind the other aircraft. As I got closer, it appeared that the other airplane was pushed back far enough to allow us to taxi in to the gate. I pulled in to the gate at a 30- 45 degree angle and idle power (#2 engine shut down). There appeared to be marshallers on the ground at the gate. They were not. I stopped 10-20 ft short of the gate. The real marshallers came up and pulled us up to the parking spot. This required minimum power on the #1 engine. The jet blast blew off the hood of the tug behind us which hit the tug driver. I have to be more aware of the effects of jet blast, even at idle power, ground marshallers need to be more distinguished from other ground personnel.

Title: ACFT PARKING PROC CAUSES INJURY TO GND PERSONNEL.
Narrative: TAXIING IN TO GATE AT IAH, ANOTHER 737 WAS PUSHED BACK FROM THE GATE WITH THE TOW BAR DISCONNECTED AND THE FORWARD BAGGAGE DOOR OPEN. I INITIALLY PLANNED TO TAXI BEHIND THE OTHER ACFT. AS I GOT CLOSER, IT APPEARED THAT THE OTHER AIRPLANE WAS PUSHED BACK FAR ENOUGH TO ALLOW US TO TAXI IN TO THE GATE. I PULLED IN TO THE GATE AT A 30- 45 DEG ANGLE AND IDLE PWR (#2 ENG SHUT DOWN). THERE APPEARED TO BE MARSHALLERS ON THE GND AT THE GATE. THEY WERE NOT. I STOPPED 10-20 FT SHORT OF THE GATE. THE REAL MARSHALLERS CAME UP AND PULLED US UP TO THE PARKING SPOT. THIS REQUIRED MINIMUM PWR ON THE #1 ENG. THE JET BLAST BLEW OFF THE HOOD OF THE TUG BEHIND US WHICH HIT THE TUG DRIVER.
