Narrative:
Aircraft X was assigned a heading and specific direction to turn to enter the downwind. Aircraft Y was to right and behind aircraft X on parallel heading, same altitude. Aircraft X turned opposite the assigned heading and was not less than 3 mi from aircraft Y. Aircraft Y was turned immediately away from and climbed above aircraft X. Both aircraft were then vectored to the traffic pattern. Callback conversation with reporter revealed the following information: reporter indicated that the flight crew of aircraft X had a problem speaking and understanding english. Reporter also indicated that the flight crew of aircraft Y had observed aircraft X turn and was prepared for evasive action.

Title: LOSS OF SEPARATION WHEN ACR X MAKES A WRONG DIRECTION TURN IN FRONT OF ACR Y.
Narrative: ACFT X WAS ASSIGNED A HDG AND SPECIFIC DIRECTION TO TURN TO ENTER THE DOWNWIND. ACFT Y WAS TO R AND BEHIND ACFT X ON PARALLEL HDG, SAME ALT. ACFT X TURNED OPPOSITE THE ASSIGNED HDG AND WAS NOT LESS THAN 3 MI FROM ACFT Y. ACFT Y WAS TURNED IMMEDIATELY AWAY FROM AND CLBED ABOVE ACFT X. BOTH ACFT WERE THEN VECTORED TO THE TFC PATTERN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR INDICATED THAT THE FLC OF ACFT X HAD A PROB SPEAKING AND UNDERSTANDING ENGLISH. RPTR ALSO INDICATED THAT THE FLC OF ACFT Y HAD OBSERVED ACFT X TURN AND WAS PREPARED FOR EVASIVE ACTION.
