Narrative:

Regular schedule commercial flight iah-czm. En route flight normal. Arrival at czm, flaps selected to 2 degrees. Flaps then selected to 5 degrees. The flaps (inboard) hung up and would not move any further. The outboard flaps moved normally. We got the book and went through the flap split procedure. After that, we declared an emergency and landed at czm. The point here is that the flaps were written up twice and not corrected by maintenance. Additionally, this aircraft had 13 previous write-ups on the #3 fuel gauge. 6 previous write-ups on the stabilizer out of trim light did not fix the problem, even though maintenance had signed them off as fixed.

Title: ACFT EQUIP PROB SPLIT FLAPS.

Narrative: REGULAR SCHEDULE COMMERCIAL FLT IAH-CZM. ENRTE FLT NORMAL. ARRIVAL AT CZM, FLAPS SELECTED TO 2 DEGS. FLAPS THEN SELECTED TO 5 DEGS. THE FLAPS (INBOARD) HUNG UP AND WOULD NOT MOVE ANY FURTHER. THE OUTBOARD FLAPS MOVED NORMALLY. WE GOT THE BOOK AND WENT THROUGH THE FLAP SPLIT PROC. AFTER THAT, WE DECLARED AN EMER AND LANDED AT CZM. THE POINT HERE IS THAT THE FLAPS WERE WRITTEN UP TWICE AND NOT CORRECTED BY MAINT. ADDITIONALLY, THIS ACFT HAD 13 PREVIOUS WRITE-UPS ON THE #3 FUEL GAUGE. 6 PREVIOUS WRITE-UPS ON THE STABILIZER OUT OF TRIM LIGHT DID NOT FIX THE PROB, EVEN THOUGH MAINT HAD SIGNED THEM OFF AS FIXED.
