Narrative:
On downwind runway 14R ord, descending to 7000 ft. First officer flying captain doing landing PA. Flight may or may not have been given clearance below 7000 ft. Altitude window was not reset below 7000 ft. Descending through 6800 ft, first officer questioned clearance. At same time approach cleared flight to 4000 ft after landing discussion could not determine if aircraft failure to level was an autoplt problem or a failure to arm altitude. When first officer questioned clearance at 6800 ft 7000 ft was armed in the window but autoplt had already been disconnected and we did not know if that action may have armed the altitude. No comments from ATC. Supplemental information from acn 296470: disengaged autoplt and began leveloff while confirming cleared altitude with captain who was giving prepare for landing PA.
