Planned VFR to rfd from wisconsin. ATIS information received broken and garbled. Could not raise approach control. Proceeded to approximately 5 mi east of airport, contacted tower. Was advised to stay out of control zone, then proceeded back to belvidere, il, and then north. Will have radio system checked out for repairs.
