Narrative:
On a routine flight from pdx to sea an FAA maintenance inspector was on board administering a line check. Upon arrival at sea, after sunset, the flare lights on the dehaviland dash-8 would not turn off. After parking, further investigation of the MEL revealed that the approach lights had been MEL'ed incorrectly. The aircraft was grounded and subsequently ferried to our maintenance base.
