Narrative:
We were given descent clearance from FL230 to 13000 ft by ATC, on the minee 1 arrival (mco). We read back 'descending out of FL230 for 13000 ft and dialed 13000 ft, in the altitude select and began the descent. ATC then told us to contact approach. We checked in with approach and stated we were descending to 13000 ft. As we passed through 14700 ft, approach asked us if we were level at 15000 ft, we replied negative, we are descending through 14700 ft for 13000 ft. We also said we would stop the descent and return to 15000 ft, if necessary. Approach replied, 'no descend and maintain, 13000 ft.' we then advised them we were given 13000 ft by ATC and had checked in with him stating we were descending to 13000 ft. Approach then said 13000 ft was ok, and we heard nothing else about the matter. I think that a miscom had occurred, between ATC and approach control, on our altitude assignment. I think that better ATC, and approach control coordination, and communication, could resolve such problems.
Original NASA ASRS Text
Title: WHILE ESTABLISHED ON A STAR, AN ACR COMPLIED WITH AN INCORRECT ALT CLRNC. THE DISCREPANCY WAS DISCOVERED AFTER-THE-FACT, AND IT'S ORIGIN IS DIFFICULT TO ASCERTAIN.
Narrative: WE WERE GIVEN DSCNT CLRNC FROM FL230 TO 13000 FT BY ATC, ON THE MINEE 1 ARR (MCO). WE READ BACK 'DSNDING OUT OF FL230 FOR 13000 FT AND DIALED 13000 FT, IN THE ALT SELECT AND BEGAN THE DSCNT. ATC THEN TOLD US TO CONTACT APCH. WE CHKED IN WITH APCH AND STATED WE WERE DSNDING TO 13000 FT. AS WE PASSED THROUGH 14700 FT, APCH ASKED US IF WE WERE LEVEL AT 15000 FT, WE REPLIED NEGATIVE, WE ARE DSNDING THROUGH 14700 FT FOR 13000 FT. WE ALSO SAID WE WOULD STOP THE DSCNT AND RETURN TO 15000 FT, IF NECESSARY. APCH REPLIED, 'NO DSND AND MAINTAIN, 13000 FT.' WE THEN ADVISED THEM WE WERE GIVEN 13000 FT BY ATC AND HAD CHKED IN WITH HIM STATING WE WERE DSNDING TO 13000 FT. APCH THEN SAID 13000 FT WAS OK, AND WE HEARD NOTHING ELSE ABOUT THE MATTER. I THINK THAT A MISCOM HAD OCCURRED, BTWN ATC AND APCH CTL, ON OUR ALT ASSIGNMENT. I THINK THAT BETTER ATC, AND APCH CTL COORD, AND COM, COULD RESOLVE SUCH PROBS.
