Narrative:
On arrival to phl we were on left base for runway 9R (runways 9 right/left are in use, as per approachs ATIS). We were cleared for the visual approach and later cleared to land by tower. As we were still on base a light twin Y departed on the opposite runway (27R) and as he got airborne he turned right in our direction. To avoid each other we both turned to our right. Corrective action: I don't think tower should have cleared departing traffic on opposing runway parallel runway until we have crossed the extended centerline of that runway. To be even safer they should avoid conflicting traffic period.

Title: MULTIPLE RWY OP PARALLEL RWYS ACFT Y OPPOSITE DIRECTION TKOF HAD CONFLICT WITH ACR X. EVASIVE ACTION TAKEN.
Narrative: ON ARR TO PHL WE WERE ON L BASE FOR RWY 9R (RWYS 9 R/L ARE IN USE, AS PER APCHS ATIS). WE WERE CLRED FOR THE VISUAL APCH AND LATER CLRED TO LAND BY TWR. AS WE WERE STILL ON BASE A LIGHT TWIN Y DEPARTED ON THE OPPOSITE RWY (27R) AND AS HE GOT AIRBORNE HE TURNED RIGHT IN OUR DIRECTION. TO AVOID EACH OTHER WE BOTH TURNED TO OUR R. CORRECTIVE ACTION: I DON'T THINK TWR SHOULD HAVE CLRED DEPARTING TFC ON OPPOSING RWY PARALLEL RWY UNTIL WE HAVE CROSSED THE EXTENDED CTRLINE OF THAT RWY. TO BE EVEN SAFER THEY SHOULD AVOID CONFLICTING TFC PERIOD.
