Narrative:
Flight from kix to sea our dispatch release said to 'get a full read back' because they had changed the filed route (on the release document). Kix clearance just repeated cleared as filed. Since departure was clearly stated in the clearance we thought we would try again with tyo center. Their response was the same as clearance delivery so I gave them a full read back of our filed clearance and they confirmed it. When we got with vancouver center, he cleared us direct victoria flight planned route. Victoria was not on our flight plan so we requested direct, and received, clearance to tou, which was on our filed copy of the flight plan. This was taken care of before we would have gone off course, so there really wasn't a problem but it certainly could have ben an off course situation. The language difference with us and the controllers in japan was most of the problem but next time I will continue confirming my clearance all the way across. Also our dispatch should have put the proper filed route on the release instead of a remark on the release to get a full readback. They had to issue a new release with the remark on it anyway.

Title: MISCOM WITH FOREIGN CLRNC DELIVERY ATC. FLC ALMOST FLEW WRONG ROUTING IN CANADA BUT CTLR PROVIDED DIRECT ROUTING.
Narrative: FLT FROM KIX TO SEA OUR DISPATCH RELEASE SAID TO 'GET A FULL READ BACK' BECAUSE THEY HAD CHANGED THE FILED RTE (ON THE RELEASE DOCUMENT). KIX CLRNC JUST REPEATED CLRED AS FILED. SINCE DEP WAS CLRLY STATED IN THE CLRNC WE THOUGHT WE WOULD TRY AGAIN WITH TYO CTR. THEIR RESPONSE WAS THE SAME AS CLRNC DELIVERY SO I GAVE THEM A FULL READ BACK OF OUR FILED CLRNC AND THEY CONFIRMED IT. WHEN WE GOT WITH VANCOUVER CTR, HE CLRED US DIRECT VICTORIA FLT PLANNED RTE. VICTORIA WAS NOT ON OUR FLT PLAN SO WE REQUESTED DIRECT, AND RECEIVED, CLRNC TO TOU, WHICH WAS ON OUR FILED COPY OF THE FLT PLAN. THIS WAS TAKEN CARE OF BEFORE WE WOULD HAVE GONE OFF COURSE, SO THERE REALLY WASN'T A PROB BUT IT CERTAINLY COULD HAVE BEN AN OFF COURSE SIT. THE LANGUAGE DIFFERENCE WITH US AND THE CTLRS IN JAPAN WAS MOST OF THE PROB BUT NEXT TIME I WILL CONTINUE CONFIRMING MY CLRNC ALL THE WAY ACROSS. ALSO OUR DISPATCH SHOULD HAVE PUT THE PROPER FILED RTE ON THE RELEASE INSTEAD OF A REMARK ON THE RELEASE TO GET A FULL READBACK. THEY HAD TO ISSUE A NEW RELEASE WITH THE REMARK ON IT ANYWAY.
