Narrative:

Situation: off line charter -- link to dispatch through other airline providing gate and ground service at cvg at departure time, our dispatch called via phone to advise that a ground hold had been placed on CAT I approachs to atl (WX 1200-1400 ft RVR). I advised dispatch via phone to contact local airline X ramp tower when we were released. I requested X ramp tower to forward our release when called by our dispatch. In 20 mins, X ramp tower called us to say we were released. We departed and arrived in atl, RVR 3500-6000 ft at approach and landing. We later found that X did not receive a dispatch release, but only a message that ATC had canceled the ground hold for CAT I's from the cvg area. Unclear -- was original dispatch release still good? (It was never canceled).

I ADVISED DISPATCH VIA PHONE TO CONTACT LCL AIRLINE X RAMP TWR WHEN WE WERE RELEASED. I REQUESTED X RAMP TWR TO FORWARD OUR RELEASE WHEN CALLED BY OUR DISPATCH. IN 20 MINS, X RAMP TWR CALLED US TO SAY WE WERE RELEASED. WE DEPARTED AND ARRIVED IN ATL, RVR 3500-6000 FT AT APCH AND LNDG. WE LATER FOUND THAT X DID NOT RECEIVE A DISPATCH RELEASE, BUT ONLY A MESSAGE THAT ATC HAD CANCELED THE GND HOLD FOR CAT I'S FROM THE CVG AREA. UNCLEAR -- WAS ORIGINAL DISPATCH RELEASE STILL GOOD? (IT WAS NEVER CANCELED).
