Narrative:
Day/atl - diversion to chs. Flight released to atl using chs-sdf as alternates due fog at atl. MD88-CAT III equipment. Flight made 2 missed approachs at atl due to aircraft ILS receiver failure. Now CAT I aircraft and RVR atl variable 800-1000 ft. After second miss, called dispatch to advise of situation and request information on alternate if unable land atl on third try. I gave chs WX which was 300 ft broken, 3500 ft overcast, 5 mi visibility and time-burn figures. Considered bhm-mgm for diversion, but due to thunderstorms just west, did not use them. However, should not have used chs as it was below operations specifications limits, but mistakenly believed landing limits were governing. In retrospect, thunderstorms did not get to mgm as fast as I anticipated so should have used it. Confusion on my part reference alternate minimums I believe was a result of thinking in the 'ETOPS' mode where landing limits apply when en route. (Chs was above landing limits).

I GAVE CHS WX WHICH WAS 300 FT BROKEN, 3500 FT OVCST, 5 MI VISIBILITY AND TIME-BURN FIGURES. CONSIDERED BHM-MGM FOR DIVERSION, BUT DUE TO TSTMS JUST W, DID NOT USE THEM. HOWEVER, SHOULD NOT HAVE USED CHS AS IT WAS BELOW OPS SPECS LIMITS, BUT MISTAKENLY BELIEVED LNDG LIMITS WERE GOVERNING.
