Narrative:

We were on a ferry flight between topeka forbes airport (foe) and kansas city international (mci) for a maintenance check. Prior to this, the landing gear had failed to extend on the first try but did after being recycled. The ferry permit came in over the teletype and was picked up by the captain. We then proceeded on to mci retracted the gear and on reaching mci the gear would not extend. We extended it manually and the captain declared an emergency. After we taxied into the ramp area, shut down the engines and had been in the pilots lounge for about 10 mins the captain told me he had neglected to read the ferry permit thoroughly and that we were meant to have flown the aircraft with the gear in the down and locked position. I never had the chance to see the permit.

Title: EMER DECLARED AFTER BE-02 IS UNABLE TO EXTEND LNDG GEAR BY NORMAL MEANS DURING A FERRY FLT.

Narrative: WE WERE ON A FERRY FLT BTWN TOPEKA FORBES ARPT (FOE) AND KANSAS CITY INTL (MCI) FOR A MAINT CHK. PRIOR TO THIS, THE LNDG GEAR HAD FAILED TO EXTEND ON THE FIRST TRY BUT DID AFTER BEING RECYCLED. THE FERRY PERMIT CAME IN OVER THE TELETYPE AND WAS PICKED UP BY THE CAPT. WE THEN PROCEEDED ON TO MCI RETRACTED THE GEAR AND ON REACHING MCI THE GEAR WOULD NOT EXTEND. WE EXTENDED IT MANUALLY AND THE CAPT DECLARED AN EMER. AFTER WE TAXIED INTO THE RAMP AREA, SHUT DOWN THE ENGS AND HAD BEEN IN THE PLTS LOUNGE FOR ABOUT 10 MINS THE CAPT TOLD ME HE HAD NEGLECTED TO READ THE FERRY PERMIT THOROUGHLY AND THAT WE WERE MEANT TO HAVE FLOWN THE ACFT WITH THE GEAR IN THE DOWN AND LOCKED POS. I NEVER HAD THE CHANCE TO SEE THE PERMIT.
