Narrative:
Filed an IFR flight plan PA-44/D (no transponder) initial call- up charlotte approach. Negative transponder out of 3n8. Maintain well out of charlotte's class B, a heading of 150 degrees was flown. Radar identify fly this heading clear to mac via radar vectors to a fix? Then as filed. After 10 mins or so approach gave me a message to call this facility. The nature of the call was entering the charlotte class C TCA without a transponder without prior notification 1 hour before. Their action was, if it happened again then I could be violated. I am very grateful that the situation was handled in this manner. I learned a valuable lesson and will never enter a class B airspace without a transponder without 1 hour prior notification. A corrective action that I will pursue is to practice more xcountries into class B airspace, with or without transponder.

THE NATURE OF THE CALL WAS ENTERING THE CHARLOTTE CLASS C TCA WITHOUT A XPONDER WITHOUT PRIOR NOTIFICATION 1 HR BEFORE. THEIR ACTION WAS, IF IT HAPPENED AGAIN THEN I COULD BE VIOLATED. I AM VERY GRATEFUL THAT THE SIT WAS HANDLED IN THIS MANNER. I LEARNED A VALUABLE LESSON AND WILL NEVER ENTER A CLASS B AIRSPACE WITHOUT A XPONDER WITHOUT 1 HR PRIOR NOTIFICATION.
