Narrative:
We were receiving many leveloffs and heading changes during climb. We also were busy determining WX and alternate plans for low ceiling destination. I was trying to do many things at once such as sending messages on afis, reprogramming FMS's, ATC communication. PF was hand flying. I realized altitude deviation at 150 ft above FL280 climbing at 2000 FPM. I called it out, PF was slow to respond, exceeded FL280 by 500 ft. He thought he was climbing to FL290. Alerter had FL280 set and previously confirmed. I think less emphasis is put on monitoring the aircraft when in the class a airspace. Had I paid closer attention to the many clrncs, I may have not allowed altitude deviation to be as large and also recognized PF failure to understand proper altitude clearance.

Title: ALTDEV ALT OVERSHOT. FLC CLB THROUGH THEIR ASSIGNED ALT.

HAD I PAID CLOSER ATTN TO THE MANY CLRNCS, I MAY HAVE NOT ALLOWED ALTDEV TO BE AS LARGE AND ALSO RECOGNIZED PF FAILURE TO UNDERSTAND PROPER ALT CLRNC.
