Narrative:
We were cleared to taxi to runway 15, hold short of runway 8. An aircraft had been cleared for takeoff on runway 15. The ramp taxiway is very narrow. We taxied around the fuel truck parked behind an aircraft at X. We momentarily aimed toward the active runway, saw the aircraft on takeoff roll, and once around the fuel truck, aimed away from runway 15/33. If our tire went over the white line, it was unintentional. Tower reported it did go over. Callback conversation with reporter revealed the following information: the reporter flies the B-737-300. She seldom flies into bur. Her captain was new to the aircraft and the captain's seat and had rarely been to bur also. The first officer admits that she did not know about the nonstandard white line nor did she have her air carrier's bulletin about the line. The tower said that many aircraft have done the same thing. The tower talked to the reporter's air carrier supervisor and the air carrier has put out additional bulletins about the taxi situation at bur. The ramp is now painted a bright, reflective yellow in the standard confign of solid and broken lines. The reporter had to get around the fuel truck and the reporter does not believe that she crossed the line but the tower disagrees.
Original NASA ASRS Text
Title: ALLEGED UNAUTH RWY ENTRY.
Narrative: WE WERE CLRED TO TAXI TO RWY 15, HOLD SHORT OF RWY 8. AN ACFT HAD BEEN CLRED FOR TKOF ON RWY 15. THE RAMP TXWY IS VERY NARROW. WE TAXIED AROUND THE FUEL TRUCK PARKED BEHIND AN ACFT AT X. WE MOMENTARILY AIMED TOWARD THE ACTIVE RWY, SAW THE ACFT ON TKOF ROLL, AND ONCE AROUND THE FUEL TRUCK, AIMED AWAY FROM RWY 15/33. IF OUR TIRE WENT OVER THE WHITE LINE, IT WAS UNINTENTIONAL. TWR RPTED IT DID GO OVER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR FLIES THE B-737-300. SHE SELDOM FLIES INTO BUR. HER CAPT WAS NEW TO THE ACFT AND THE CAPT'S SEAT AND HAD RARELY BEEN TO BUR ALSO. THE FO ADMITS THAT SHE DID NOT KNOW ABOUT THE NONSTANDARD WHITE LINE NOR DID SHE HAVE HER ACR'S BULLETIN ABOUT THE LINE. THE TWR SAID THAT MANY ACFT HAVE DONE THE SAME THING. THE TWR TALKED TO THE RPTR'S ACR SUPVR AND THE ACR HAS PUT OUT ADDITIONAL BULLETINS ABOUT THE TAXI SIT AT BUR. THE RAMP IS NOW PAINTED A BRIGHT, REFLECTIVE YELLOW IN THE STANDARD CONFIGN OF SOLID AND BROKEN LINES. THE RPTR HAD TO GET AROUND THE FUEL TRUCK AND THE RPTR DOES NOT BELIEVE THAT SHE CROSSED THE LINE BUT THE TWR DISAGREES.
