Narrative:

C501 was climbing slowly swbound. Mode C indicated out of FL253, so I issued a climb to air carrier X, an md-80, to climb to FL250, perfectly legal. Air carrier X asked if I showed traffic. I replied 'affirmative, out of 25 1/2.' air carrier X opted to remain at FL230, 2300 ft below traffic, due to an RA. Aircraft were 100 percent separated. Yet TCASII countermanded a clearance. I view this as 1 more incident highlighting TCASII 'second-guessing' a traffic situation.
