Narrative:
C501 was climbing slowly swbound. Mode C indicated out of FL253, so I issued a climb to air carrier X, an md-80, to climb to FL250, perfectly legal. Air carrier X asked if I showed traffic. I replied 'affirmative, out of 25 1/2.' air carrier X opted to remain at FL230, 2300 ft below traffic, due to an RA. Aircraft were 100 percent separated. Yet TCASII countermanded a clearance. I view this as 1 more incident highlighting TCASII 'second-guessing' a traffic situation.
Original NASA ASRS Text
Title: FLC OF AN MLG REFUSED CLRNC TO A HIGHER ALT DUE TO TCASII TFC DISPLAY.
Narrative: C501 WAS CLBING SLOWLY SWBOUND. MODE C INDICATED OUT OF FL253, SO I ISSUED A CLB TO ACR X, AN MD-80, TO CLB TO FL250, PERFECTLY LEGAL. ACR X ASKED IF I SHOWED TFC. I REPLIED 'AFFIRMATIVE, OUT OF 25 1/2.' ACR X OPTED TO REMAIN AT FL230, 2300 FT BELOW TFC, DUE TO AN RA. ACFT WERE 100 PERCENT SEPARATED. YET TCASII COUNTERMANDED A CLRNC. I VIEW THIS AS 1 MORE INCIDENT HIGHLIGHTING TCASII 'SECOND-GUESSING' A TFC SIT.
