Narrative:
Cruising at 3000 ft on the way to hpn near brezy intersection (off sparta VOR) we were under ny approach control authority/authorized. There was a broken cloud deck less than 500 ft above us. My first officer was talking to hpn operations, navigating and starting the approach check list. I was operating the #1 radio and flying concentrating on keeping the plan on course and altitude. (We have no autoplt). We were also trying to watch outside for traffic but we obviously were both distracted. A piper arrow came from between 2 clouds above us. We saw him just at the last second and I banked hard left. We were never warned about this traffic by ny. I asked for a phone number and later called the ny approach to file a report.

Title: NMAC BTWN A LTT COMMUTER IFR AND AN UNKNOWN SMA SEL NEAR A BROKEN LAYER OF CLOUDS.
Narrative: CRUISING AT 3000 FT ON THE WAY TO HPN NEAR BREZY INTXN (OFF SPARTA VOR) WE WERE UNDER NY APCH CTL AUTH. THERE WAS A BROKEN CLOUD DECK LESS THAN 500 FT ABOVE US.
