Narrative:
Engines running before contact with tower. Radios would not work properly, I tried contacting tower with no luck. Cause may have occurred from moisture and cold mixed from descent or wires on microphone loose on jacks as looked at in sacramento. Jet engine running with cost of 250 dollars to shutdown and restart. I tried contacting by light codes, etc. Not good. Remedy: pilot could have checked radios before starting engines. Pilot did check for traffic and wind conditions and safety precautions while trying to contact tower. When totally unsuccessful, pilot could have returned to ramp and called on phone. Factor affecting those decisions were pilot did not want to spend 250 dollars to shutdown engines and restart so tried to get tower by light signals. Also waited for signals when no signal came, pilot made a safe takeoff with no conflicts.

Narrative: ENGS RUNNING BEFORE CONTACT WITH TWR. RADIOS WOULD NOT WORK PROPERLY, I TRIED CONTACTING TWR WITH NO LUCK. CAUSE MAY HAVE OCCURRED FROM MOISTURE AND COLD MIXED FROM DSCNT OR WIRES ON MIKE LOOSE ON JACKS AS LOOKED AT IN SACRAMENTO. JET ENG RUNNING WITH COST OF 250 DOLLARS TO SHUTDOWN AND RESTART. I TRIED CONTACTING BY LIGHT CODES, ETC. NOT GOOD. REMEDY: PLT COULD HAVE CHKED RADIOS BEFORE STARTING ENGS. PLT DID CHK FOR TFC AND WIND CONDITIONS AND SAFETY PRECAUTIONS WHILE TRYING TO CONTACT TWR. WHEN TOTALLY UNSUCCESSFUL, PLT COULD HAVE RETURNED TO RAMP AND CALLED ON PHONE. FACTOR AFFECTING THOSE DECISIONS WERE PLT DID NOT WANT TO SPEND 250 DOLLARS TO SHUTDOWN ENGS AND RESTART SO TRIED TO GET TWR BY LIGHT SIGNALS. ALSO WAITED FOR SIGNALS WHEN NO SIGNAL CAME, PLT MADE A SAFE TKOF WITH NO CONFLICTS.
