Narrative:

Last min runway change resulted in a request for a new tps through ACARS which was further complicated by an extremely short taxi. I was the first officer and was still entering data and changing flaps when captain accepted a position and hold clearance. I rushed to comply and in completing the before takeoff checklist completely skipped over the fact that we had not received a load closeout. First time I became aware of this was when the relief pilot handed me an ACARS message from dispatch asking if we had received a load closeout. Supplemental information from acn 614399: this flight was delayed over 12 hours and as a new crew we were faced with angrier passenger, flight late and 3 short. With 20 min to go we had no catering, fuel was at min, clearance was hard to get, one problem after another. We finally got all the flight attendants then had to pull bags for missing passenger. We were at gate with a short taxi to runway 27R only to find out it was closed and told to go to runway 26.

Title: MISSED LOAD CLOSEOUT AND UNAUTH RWY USE FOR TKOF BY FLT CREW OF A HVY B777 WHEN DELAYED OVER 12 HRS FROM SCHEDULED DEP AT MIA, FL.

Narrative: LAST MIN RWY CHANGE RESULTED IN A REQUEST FOR A NEW TPS THROUGH ACARS WHICH WAS FURTHER COMPLICATED BY AN EXTREMELY SHORT TAXI. I WAS THE FO AND WAS STILL ENTERING DATA AND CHANGING FLAPS WHEN CAPT ACCEPTED A POS AND HOLD CLRNC. I RUSHED TO COMPLY AND IN COMPLETING THE BEFORE TKOF CHKLIST COMPLETELY SKIPPED OVER THE FACT THAT WE HAD NOT RECEIVED A LOAD CLOSEOUT. FIRST TIME I BECAME AWARE OF THIS WAS WHEN THE RELIEF PLT HANDED ME AN ACARS MESSAGE FROM DISPATCH ASKING IF WE HAD RECEIVED A LOAD CLOSEOUT.
