Narrative:

On mar/xx/95 we determined that our zero fuel weight would be overweight if we took the passenger and bay load we were given. We asked that 45 bags be removed from the aircraft. We received a new bag count. Upon arriving in acapulco, it seemed everyone had their luggage. An inquiry into this situation revealed that 'supposedly' the bags had been miscounted originally, so we were rptedly within weights from the start. 1 week later we returned to acapulco to pick up the same passenger. We had to leave 50 bags in acapulco to remain within zero fuel weight limits. It is my strong belief that somewhere in msp, the crews are being lied to about the loads on their aircraft.
