Narrative:

While being vectored for approach to runway 9L at mia ATC also vectored a heavy jet within close proximity to our aircraft requiring us to make a hasty deviation from our cleared flight path to avoid a collision. We were on a steady heading at our assigned altitude and were monitoring the other traffic on our TCASII. The heavy jet required more room for his turn than ATC had planned. The problem is mia ATC or the procedures they use. This has happened before to myself and other pilot with our company numerous times at mia but never as close to a midair. Mia ATC is dangerous. The accounts are too numerous to mention. They confuse call signs regularly, misdirect traffic, constantly want you to call traffic visually so they can pass the responsibility to the flight crew and consistently do not follow spacing requirements behind heavy jets. Everyone makes mistakes and controllers are a fine bunch of guys but for some reason there are more mistakes at mia than most airports. I don't know what the answer is but I would bet it would be with the procedures ATC must follow in the mia area.
