Narrative:
ATIS gave runway 28R ILS as approach in progress. This was the approach that was briefed. We were not informed of the lda approach until switched over to bay approach. This is unsatisfactory for an approach this difficult. We had to request a lower altitude from bay approach several times. When finally cleared for the lda to runway 28R, we were already 2000 ft too high. The clearance for the approach also contained a 20 KT airspeed reduction request. We did not see the runway until .2 of a mi before the missed approach, even though the ceiling was reported at 1900 ft. Recommendations: give the crew adequate time to plan and brief the approach. Put it on the ATIS. Clear the pilots for the approach early enough so that they can make the crossing restrs. The minimum is too low. Raise it or lower the MDA. The turn onto final is too steep.

Narrative: ATIS GAVE RWY 28R ILS AS APCH IN PROGRESS. THIS WAS THE APCH THAT WAS BRIEFED. WE WERE NOT INFORMED OF THE LDA APCH UNTIL SWITCHED OVER TO BAY APCH. THIS IS UNSATISFACTORY FOR AN APCH THIS DIFFICULT. WE HAD TO REQUEST A LOWER ALT FROM BAY APCH SEVERAL TIMES. WHEN FINALLY CLRED FOR THE LDA TO RWY 28R, WE WERE ALREADY 2000 FT TOO HIGH. THE CLRNC FOR THE APCH ALSO CONTAINED A 20 KT AIRSPD REDUCTION REQUEST. WE DID NOT SEE THE RWY UNTIL .2 OF A MI BEFORE THE MISSED APCH, EVEN THOUGH THE CEILING WAS RPTED AT 1900 FT. RECOMMENDATIONS: GIVE THE CREW ADEQUATE TIME TO PLAN AND BRIEF THE APCH. PUT IT ON THE ATIS. CLR THE PLTS FOR THE APCH EARLY ENOUGH SO THAT THEY CAN MAKE THE XING RESTRS. THE MINIMUM IS TOO LOW. RAISE IT OR LOWER THE MDA. THE TURN ONTO FINAL IS TOO STEEP.
