Narrative:
Cleared by approach to descend from 12000 ft to 11000 ft. At 11500 ft got a RA to climb from aircraft at 2 O'clock and about 2000 ft below. Complied with RA as clouds prevented visual contact. Notified approach who said aircraft was a departure leveling at 10000 ft. After passing intruder, descended and made normal approach. When are they going to fix this dangerous problem?

Narrative: CLRED BY APCH TO DSND FROM 12000 FT TO 11000 FT. AT 11500 FT GOT A RA TO CLB FROM ACFT AT 2 O'CLOCK AND ABOUT 2000 FT BELOW. COMPLIED WITH RA AS CLOUDS PREVENTED VISUAL CONTACT. NOTIFIED APCH WHO SAID ACFT WAS A DEP LEVELING AT 10000 FT. AFTER PASSING INTRUDER, DSNDED AND MADE NORMAL APCH. WHEN ARE THEY GOING TO FIX THIS DANGEROUS PROB?
