Narrative:
On departure from msp to lax, the flaps did not appear to retract fully, we requested to stop climb at 12000 ft on climb to FL230, so airspeed could be kept below what would be flap extending speed. Center approved 13000 ft, we became too engrossed flap trouble and busted altitude by 400-500 ft.
