Narrative:
Military X during en route climb from NAS fallon to NAS cecil field, climbing through FL280 in a climbing left turn direct wilson creek from mina VOR, asked by ZOA to turn 15 degrees right. We reversed our turn. Then asked to proceed on course to beatty VOR. Beatty was not on our flight plan and was not given to us by fallon clearance. At the same time, military Y was on a descent into fallon. Both aircraft were vectored away from each other. Reported miss distance 700 ft and 2.9 NM. Causal factors: no full route clearance given by fallon clearance. It also appears that our routing was entered incorrectly from fallon. Wilson creek, ilc, entered lic. The controller's action was timely and accurate to prevent a near miss.

Narrative: MIL X DURING ENRTE CLB FROM NAS FALLON TO NAS CECIL FIELD, CLBING THROUGH FL280 IN A CLBING L TURN DIRECT WILSON CREEK FROM MINA VOR, ASKED BY ZOA TO TURN 15 DEGS R. WE REVERSED OUR TURN. THEN ASKED TO PROCEED ON COURSE TO BEATTY VOR. BEATTY WAS NOT ON OUR FLT PLAN AND WAS NOT GIVEN TO US BY FALLON CLRNC. AT THE SAME TIME, MIL Y WAS ON A DSCNT INTO FALLON. BOTH ACFT WERE VECTORED AWAY FROM EACH OTHER. RPTED MISS DISTANCE 700 FT AND 2.9 NM. CAUSAL FACTORS: NO FULL RTE CLRNC GIVEN BY FALLON CLRNC. IT ALSO APPEARS THAT OUR ROUTING WAS ENTERED INCORRECTLY FROM FALLON. WILSON CREEK, ILC, ENTERED LIC. THE CTLR'S ACTION WAS TIMELY AND ACCURATE TO PREVENT A NEAR MISS.
