Narrative:

Takeoff from runway 14L at iah. Thunderstorms in vicinity. Requested a right turn after takeoff with a climb to the west. This was denied by the tower. We then made the takeoff with a right turn. At 4000 ft about 15 mi north of the airport we encountered moderate to severe continuous turbulence. From a northbound heading we requested an immediate 270 degree heading. We were denied due to arrival traffic. We told ATC we would take any heading to the south or the west. If they could not comply we told them we would declare an emergency to leave turbulence. We were given a 220 degree heading 'for the airport.' we were asked if we declared an emergency, we said no. We were asked if we wanted to return to the airport - we said no and were given a 300 degree heading. We were in visual conditions and were never close to another aircraft.

AT 4000 FT ABOUT 15 MI N OF THE ARPT WE ENCOUNTERED MODERATE TO SEVERE CONTINUOUS TURB. FROM A NBOUND HDG WE REQUESTED AN IMMEDIATE 270 DEG HDG. WE WERE DENIED DUE TO ARR TFC. WE TOLD ATC WE WOULD TAKE ANY HDG TO THE S OR THE W. IF THEY COULD NOT COMPLY WE TOLD THEM WE WOULD DECLARE AN EMER TO LEAVE TURB. WE WERE GIVEN A 220 DEG HDG 'FOR THE ARPT.' WE WERE ASKED IF WE DECLARED AN EMER, WE SAID NO. WE WERE ASKED IF WE WANTED TO RETURN TO THE ARPT - WE SAID NO AND WERE GIVEN A 300 DEG HDG. WE WERE IN VISUAL CONDITIONS AND WERE NEVER CLOSE TO ANOTHER ACFT.
