Narrative:

We were at 7000 ft. Phl approach cleared us to 6000 ft, we read back descend to 6000 ft. We descended to 6000 ft. However, approach control said we should be at 7000 ft. Approach control said we could stay at 6000 ft and there was no problem. Approach control seemed to be fatigued -- tired. We didn't pursue this problem any further. We don't know if approach read the wrong altitude, or intended that altitude for another aircraft.

APCH CTL SAID WE COULD STAY AT 6000 FT AND THERE WAS NO PROB. APCH CTL SEEMED TO BE FATIGUED -- TIRED. WE DIDN'T PURSUE THIS PROB ANY FURTHER.
