Narrative:
Leveling off at 11000 ft right engine responded intermittently to thrust lever movements. Engine would spool up to only 65 percent N2, then to only 59 percent, then failed to respond to nay thrust lever movement. Engine deteriorated to N2 40 percent, fuel flow 1000 pounds, egt 240 degrees regardless of thrust lever position. Right engine was shut down, checklist completed and an uneventful engine out landing was made at pvd. After landing crash crew found fuel leaking from right engine (2-3 gallons in 30 seconds). Crash crew applied foam to right engine, no evidence of fire existed at anytime. Operations responded with stairs and 84 passenger and 5 crew were taken to the terminal. All normal and emergency checklists were completed and aircraft was released by the captain to ground personnel. During flight dispatch and pvd operations were both contacted, however, communications with dispatch and maintenance control were very poor due to altitude. Passenger and flight attendants were continually updated throughout as events progressed.

Title: MLG TURBINE ENG FAILED TO RESPOND TO THRUST LEVER MOVEMENTS DURING LEVEL OFF CAUSING FLC TO SHUT ENG DOWN AND DIVERT LAND. CFR EQUIP REQUESTED ON STANDBY.
Narrative: LEVELING OFF AT 11000 FT R ENG RESPONDED INTERMITTENTLY TO THRUST LEVER MOVEMENTS. ENG WOULD SPOOL UP TO ONLY 65 PERCENT N2, THEN TO ONLY 59 PERCENT, THEN FAILED TO RESPOND TO NAY THRUST LEVER MOVEMENT. ENG DETERIORATED TO N2 40 PERCENT, FUEL FLOW 1000 LBS, EGT 240 DEGS REGARDLESS OF THRUST LEVER POS. R ENG WAS SHUT DOWN, CHKLIST COMPLETED AND AN UNEVENTFUL ENG OUT LNDG WAS MADE AT PVD. AFTER LNDG CRASH CREW FOUND FUEL LEAKING FROM R ENG (2-3 GALLONS IN 30 SECONDS). CRASH CREW APPLIED FOAM TO R ENG, NO EVIDENCE OF FIRE EXISTED AT ANYTIME. OPS RESPONDED WITH STAIRS AND 84 PAX AND 5 CREW WERE TAKEN TO THE TERMINAL. ALL NORMAL AND EMER CHKLISTS WERE COMPLETED AND ACFT WAS RELEASED BY THE CAPT TO GND PERSONNEL.
