Narrative:
IFR from pwk. Tower never gave handoff to departure control, on ground local altimeter was not given. (No ATIS was received by crew members.) ground control or clearance delivery never asked if ATIS was received. After takeoff climbed to assigned altitude of 3000 ft. Went over to departure control on our own call level at 3000 ft. Controller asked for verification of altitude. Said he showed 3600 ft. Checked altimeter at 29.96. Our altimeter was at 29.46. We made the correction. Controller said that there was another aircraft at 4000 ft above us. I never saw any aircraft or any conflict. I believe that because of an arrival the day before with such a low altimeter setting and not receiving a new altimeter setting by the crew, the possible conflict occurred.
