Narrative:
On an ILS approach to runway 4 lga, cleared for approach, approach lights and reils in sight, tower issued 'air carrier X go around! Go around!' by that time air carrier altitude was 40 ft. The first officer picked up the tail of the B-737 below us at the same time the go around was issued. I never did see the 737 tail. Upon conversation (phone) with tower after landing the controller said the visibility just before we were to land had picked up to where he saw the B-737 in position and issued the go around and that B-737 had not been cleared onto the runway.

Title: ACR X HAD NMAC LTSS FROM B-737 RWY INCURSION.
Narrative: ON AN ILS APCH TO RWY 4 LGA, CLRED FOR APCH, APCH LIGHTS AND REILS IN SIGHT, TWR ISSUED 'ACR X GAR! GAR!' BY THAT TIME ACR ALT WAS 40 FT. THE FO PICKED UP THE TAIL OF THE B-737 BELOW US AT THE SAME TIME THE GAR WAS ISSUED. I NEVER DID SEE THE 737 TAIL. UPON CONVERSATION (PHONE) WITH TWR AFTER LNDG THE CTLR SAID THE VISIBILITY JUST BEFORE WE WERE TO LAND HAD PICKED UP TO WHERE HE SAW THE B-737 IN POS AND ISSUED THE GAR AND THAT B-737 HAD NOT BEEN CLRED ONTO THE RWY.
