Narrative:
Departed ord for msn without aircraft maintenance log aircraft swap in a 30 min interval between flts. Upon preflting second aircraft, I noticed the right wingtip static wick missing. I interrupted the preflight and told the captain. He informed me to call maintenance and tell them about it right then. I did and returned to right wingtip and finished preflight. Then I returned to the cockpit and captain and I performed the cockpit clean-up checklist. This is the checklist that has the section to confirm aircraft maintenance logbook on board and no open write-ups. At this time we were waiting for maintenance and the log was confirmed on board. Maintenance man comes out and says all static wicks are on board. I tell him they aren't and captain says show him. Maintenance man and I leave cockpit for right wingtip. Maintenance man sees that the static wick is missing and follows me to the cockpit. I situation down and start getting the ATIS and clearance. Maintenance man takes aircraft log without saying a word to either pilot and without putting a bright orange placard on captain yoke, saying aircraft maintenance logbook removed from aircraft. 15 mins later we depart ord for msn. While still on departure frequency at ord, dispatch tells us we departed without aircraft maintenance logbook. After a 1 min pause they tell us to continue to msn and all required paper work from maintenance will be faxed to msn. When departing from msn we got faxes delivered to aircraft 3 times with copious amounts of log pages from aircraft maintenance logbook. Last batch arrived 2 mins prior to blocking out on schedule. Nothing else was ever said to me or captain until apr/fri/95 at XA05L. I was informed I was suspended with pay pending an investigation. This is the 4TH time in 18 months an ATR has departed without aircraft maintenance logbook on board. Bottom line: the company guidelines are not being adhered to by maintenance and they remove aircraft maintenance logbook too frequently too soon before departure time. We suggested they put aircraft maintenance logbook on checklist after the after starting engines checklists, but the company will not approve that.

MAINT MAN TAKES ACFT LOG WITHOUT SAYING A WORD TO EITHER PLT AND WITHOUT PUTTING A BRIGHT ORANGE PLACARD ON CAPT YOKE, SAYING ACFT MAINT LOGBOOK REMOVED FROM ACFT. 15 MINS LATER WE DEPART ORD FOR MSN. WHILE STILL ON DEP FREQ AT ORD, DISPATCH TELLS US WE DEPARTED WITHOUT ACFT MAINT LOGBOOK. AFTER A 1 MIN PAUSE THEY TELL US TO CONTINUE TO MSN AND ALL REQUIRED PAPER WORK FROM MAINT WILL BE FAXED TO MSN. WHEN DEPARTING FROM MSN WE GOT FAXES DELIVERED TO ACFT 3 TIMES WITH COPIOUS AMOUNTS OF LOG PAGES FROM ACFT MAINT LOGBOOK. LAST BATCH ARRIVED 2 MINS PRIOR TO BLOCKING OUT ON SCHEDULE. NOTHING ELSE WAS EVER SAID TO ME OR CAPT UNTIL APR/FRI/95 AT XA05L. I WAS INFORMED I WAS SUSPENDED WITH PAY PENDING AN INVESTIGATION.
