Narrative:
Cpr X cleared to taxi to runway 23L via taxiway B, B-6, and D. This route from our ramp necessitates crossing runway 14/32. When approaching the intersection of B-6 and runway 14, I cleared left and then right (looking northwest) and saw an aircraft approaching (heading southeast) on runway 14. As I looked, it appeared he was getting 'larger' quickly. From the right seat, I applied the brakes making an abrupt stop just short of entering runway 14 and watched the piper aerostar liftoff and soar past us just in front and slightly above our position. Moments later, I questioned ground control as to our taxi clearance and he confirmed what I previously have stated. After departure and when cleared to departure control, tower responded by stating, 'sorry about what happened. I just forgot.' my response was, 'maybe you're too busy to be working both ground and tower.' as was evident, this controller was handling both position and was quite busy. Perhaps the dual position should be individually controled prior to XB00. In listening to the radio, it would appear that the volume of traffic between XA30-XB00 would warrant this.

Title: SMT TKOF ON OCCUPIED RWY HAD NMAC LTSS FROM CPR X. SYS ERROR.
Narrative: CPR X CLRED TO TAXI TO RWY 23L VIA TXWY B, B-6, AND D. THIS RTE FROM OUR RAMP NECESSITATES XING RWY 14/32. WHEN APCHING THE INTXN OF B-6 AND RWY 14, I CLRED L AND THEN R (LOOKING NW) AND SAW AN ACFT APCHING (HDG SE) ON RWY 14. AS I LOOKED, IT APPEARED HE WAS GETTING 'LARGER' QUICKLY. FROM THE R SEAT, I APPLIED THE BRAKES MAKING AN ABRUPT STOP JUST SHORT OF ENTERING RWY 14 AND WATCHED THE PIPER AEROSTAR LIFTOFF AND SOAR PAST US JUST IN FRONT AND SLIGHTLY ABOVE OUR POS. MOMENTS LATER, I QUESTIONED GND CTL AS TO OUR TAXI CLRNC AND HE CONFIRMED WHAT I PREVIOUSLY HAVE STATED. AFTER DEP AND WHEN CLRED TO DEP CTL, TWR RESPONDED BY STATING, 'SORRY ABOUT WHAT HAPPENED. I JUST FORGOT.' MY RESPONSE WAS, 'MAYBE YOU'RE TOO BUSY TO BE WORKING BOTH GND AND TWR.' AS WAS EVIDENT, THIS CTLR WAS HANDLING BOTH POS AND WAS QUITE BUSY. PERHAPS THE DUAL POS SHOULD BE INDIVIDUALLY CTLED PRIOR TO XB00. IN LISTENING TO THE RADIO, IT WOULD APPEAR THAT THE VOLUME OF TFC BTWN XA30-XB00 WOULD WARRANT THIS.
