Narrative:
In sum: navigation error. ATC handoff to dca approach control at aml VORTAC 119.85, inbound on finks arrival. Controller queried us if given the restr to cross aml at 8000 ft MSL. Was not given restr, but question introduced confusion crossing over aml. We requested vector or direct dca and was told to fly STAR as published, we noticed shaki waypoint was not active FMS route. Reverted to manual VOR to resume STAR. We were reported 4 mi south of course approximately 7 mi east of aml. Re- established proper navigation. Initially, we failed to notice shaki was missing from FMS route with this STAR selected. Navigation database dated mar/apr/95.

Narrative: IN SUM: NAV ERROR. ATC HDOF TO DCA APCH CTL AT AML VORTAC 119.85, INBOUND ON FINKS ARR. CTLR QUERIED US IF GIVEN THE RESTR TO CROSS AML AT 8000 FT MSL. WAS NOT GIVEN RESTR, BUT QUESTION INTRODUCED CONFUSION XING OVER AML. WE REQUESTED VECTOR OR DIRECT DCA AND WAS TOLD TO FLY STAR AS PUBLISHED, WE NOTICED SHAKI WAYPOINT WAS NOT ACTIVE FMS RTE. REVERTED TO MANUAL VOR TO RESUME STAR. WE WERE RPTED 4 MI S OF COURSE APPROX 7 MI E OF AML. RE- ESTABLISHED PROPER NAV. INITIALLY, WE FAILED TO NOTICE SHAKI WAS MISSING FROM FMS RTE WITH THIS STAR SELECTED. NAV DATABASE DATED MAR/APR/95.
